You can easily write about the history and how tax reform started and the meaning and purpose of it. i feel like that is a good way to approach a speech if it’s meant to be informative about the topic. a lot of people know what is going on with the legislature in today’s day but do not agree with it. explaining the benefits or the negatives could be a good outlook too. form your own opinion on it and then back that up with evidence! so like research and statistics. hope that helps.
