So i am guessing that those are two different equations so for the equation:
-7x-y=13 your answer is x= \frac{-1}{7}y + \frac{-13}{7}. How is this?
Well you have to add y to both sides of the equation so it would look like this:-7x-y+y=13+y and so when you add it up it will look like this:-7x=y+13 notice that the negitive y became a positive and went to the other side of the equation. So now what? well know you can divide by -7 so like this:\frac{-7x}{-7} + \frac{y+13}{-7} so then once you do all of that your answer becomes:x=\frac{-1}{7}y+ \frac{-13}{7}.

Now for your second equation and just look in the attachment it is explained in written from not text XD. Good Luck~!

The ratio of the smaller to the larger is 3:9.  That can also be written as a fraction, \frac{3}{9}, which of course can be reduced to \frac{1}{3} or 1:3.  That's your ratio.
