The purpose is to create an unbiased paragraph and we know this because the author states that both "Dogs and cat are fantastic pets" one is not better than the other. In the sentence preceding, the author gives an example of a personality trait of dogs that could be viewed as negative to a reader. It would only be unbiased of the writer to similarly include a sentence of a personality trait of cats that could be considered negative to those reading. Thus, "Cats are normally calm and resigned." would be the appropriate sentences to include to create an effective paragraph with the goal of being unbiased.
