He should consider cost cutting on his daily expenses and save more of his allotted money for everyday spending. He should also consider downgrading his current shelter to a lower renting space. Finally, he should avoid making more debts through using his credit card, or he could give it up completely.

He should learn how to budget.

Even if Omar gets another job or another source of income, if he does not know how to budget, he will still be unable to pay for his debts. Thus, he needs to get budgeting advice from a consumer credit counselor.
