The moral is that if you cry for help when you don't really need it, people may not respond when you are truly in need. The shepherd-boy in this tale cried wolf just to see the villagers react, only to find that they ignored him when he was truly in danger.

The shepherd boy and the wolf, also known as the boy who cried wolf, is a story of a boy who has the job of guarding sheep from wolves. Rather than doing his job, this boy cries for help from a wolf when there is actually no danger. After a playing a few pranks on the villagers, an actual wolf approaches the boy, and even when the boy cries for help, the wolf kills an eats all of his sheep. The moral of this story is to not make up lies and tall tales.

Ruling on constitutionality. Every law must pass a constitutional test. Plenty of laws have entered the books without being constitutional--if they never did, scotus wouldn't have job security--if they are challenged and found unconstitutional, that overturns them.
