A parliament is a system of government whereby a group of elected individuals represents a geo-political zone in a country and makes and approves laws.
The Assembly in ancient Greece and the Congress in the United States are both examples of a parliament.
Allthough i cannot see the picture, romanticism in the 19th century was mostly based on the french revolution, so i would picture it being about bloodshed, murder, or liberty
