Inverse of \frac{-7}{8} is \frac{8}{-7}

So, it is not true equation.

Option C: (-5 \cdot 0)-9=-9

Inverse of -5 is -\frac{1}{5}.

So, it is not true equation.

Option D: \left[7 \cdot\left(\frac{5}{7}-\frac{4}{7}\right)\right]+8=9

Here also inverse property is not used.

Are you asked to factor or what? I would write the 1st x-7y-12=0 and 3x+12y-36=0. and the 2nd one can be factored out. for example factor out a 3.
