1. Penelope’s suitors believe that she is playing with them. They exist because she is powerful and rich and everyone who marries her is wanting to have the power.

2. As suitors think that Oddisey is dead, they are accepting that she is paying with them, as that will make them powerful. Until she decides whom she’ll marry, they are justified to eat her food and live under her roof.

Also, as Penelope is lonely, as the Odyssey is away, suitors suppose that she needs a man in her life.

Of course, suitors are not behaving well in the house, they are rude and destroy the peace. As Oddisey is not dead, he returns dressed as a beggar and finds out the fidelity of his loved one.
