These sets are not equal ratios. Let's start with the obvious reason. 4 and 7 does not equal up to 9/13 of how many times you try with.

And if we do x2, it will be 8/14 and 9/13. These sets does not match.

So in conclusion, 4/7 and 9/13 is not a set of equal ratios.
