With tensions building between France and Britain, Adams had to respond in a matter that appeased both Federalists and Republicans. Such as sending diplomats to France to resolve conflicts which became the XYZ Affair, improving the Army and the Navy ,dealing with Napoleon so France would stop seizing American ships by compromising to avoid war.

If this is what I'm thinking then it's like Japan's history. Where Japan was basically run by feudal lords and their loyal clans. until Japan started to becomes westernized. It's affects where a civil war between the samurai fighting for the old ways and the new Japan military who were fighting for railroads and a new age that would disgrace the samurai's life style.

This was the time when the 613 statutes were tailored for tribes who were trekking in search for nationhood. They were ancient people who were lost and needed a sense of understanding about how the world should work. Eventually, their beliefs were rooted to an existence where love, fairness, and goodness rules during their lifetime.
