Unconditional positive regard doesn't refer to the fact that you have to like the person but it refers to valuing them and to believe they are doing all they can to be better and paying regard to their right of self determination even if they don't choose what you agree with.

We don't pay unconditional regard to someone only because we approve of a person's action it just means we develop an attitude of tolerance towards them even if we don't like them or approve of what they do.

So it's not about fakes smiles and hand shake but actual an attitude which will be expressed through how we interact with them.

It just about respect of others irrespective of what path they choose in life but we develop an attitude that they are doing the best they can and that is unconditional positive regard.

Like Hiro he accepts people irrespective of their failings but still manages to value them.
