The previous Article of Confederation allowed the states to hold most of the power, and the central government was too weak to even function properly. Due to this there was also huge difference in terms of economics from state to state.

What "conservative" and "liberal" meant then was different from what those terms mean in politics today. 19th century conservatives wanted to conserve and preserve the historic traditions of government and society. For societies like France and elsewhere on the continent of Europe, that meant going back to monarchs in control of government, as things had been before the French Revolution. Liberals were those who favored liberty for individuals, with greater rights and freedoms. So the various answers that spoke of voting rights, elected parliaments, and democratic change -- those all were measures favored by liberals in the 19th century, not conservatives.

Personally from my experience in history and english answer choice A cannot be the answers so you can go ahead and disregard the answer choice! And B is not the answer choice either. Which means this also lead you to C and D from Part A.

Part B: Really hard to understand that as well I suggestion you using the command (Ctrl + F) if you have a PC and type some of those words into the little box if more information is highlighted about that answer within the texts that is the correct answer! (Learn that little trick in school)
