Thomas Jefferson shared the ideas that Western states should be self-governed in an early stage, where settlers would be enabled to meet and choose their own officials. Reflecting Jefferson's ideas the Northwest Ordinance of 1787 was backed off from his recommendation of early self-government. In this new plan, it was required a period of preparation for statehood with agents chosen by Congress and when the territory reached a minimum population it would choose an assembly.
