An essential part of the achievement or exercise of such political power is to fill leadership positions in government and other institutions with party members or people close to the party.

Within a multi-party system, political parties compete with each other to fill political decision-making positions; they contribute to the formation of political will and thus form an important pillar of the political constitution of a democratic state. In addition, they direct the different claims and ideas of the population towards the different levels of government, with the aim of promoting citizen participation.
