American government believed that the Emperor had the good intention of the continued peace between Japan and America at the time. On the other hand an hour before this speech that was given from President Theodore Roosevelt, pearl harbor naval base in Oahu was bombed by Japanese bombers. It is evident that that Japan didn't have the intent to continue this peace, this was a deliberate attack that was planned. Lost of american lives were lost, civilian and military lives.
