Ratio of increase = A2/A1 = {2bh}/(1/2bh} = 4 (the area is increased 4 times)

A2 = 4*16 = 64 in^2
Therefore,
The area is increased by (64-16) = 48 in^2
By pythagoras Theorem.
x² +12²=13²
=>x² +144 =169
=>x² =169-144=25
=>x=√25=5 unit.
Hence x=5 is your answer.
