15.75= \frac{1575}{100}
\frac{1575}{100}= \frac{63}{4}


0.25= \frac{25}{100}
\frac{25}{100} = \frac{1}{4}

so

\frac{ \frac{63}{4}}{ \frac{1}{4} } = \frac{ \frac{63}{4}* \frac{4}{1}}{ \frac{1}{4} * \frac{4}{1} }

= \frac{63}{1}

therefore
\frac{15.75}{0.25}=63
