So, you have to reduce both of the ratios to the very lowest factors possible and 16/28 to the lowest is 4/7. 

240/560 turned out 3/7.


So, no they are not equivalent.

No the 2 fractions because once you reduce the fraction 240/560 you 2 you get 120/280 the reduce that by 2 and you get 60/140 and then reduce that by 2 and you get 30/70 and then reduce that by 10 and you get 3/7 as your final answer.
