12:24
(which is already one statement)
the ratio, simplified, is
1:2
(ratio are like fractions, which is how I was able to "simplify" it)

If you are looking for statements then you can say:
The number of boys in the class was twice as big as the girls
The number of girls was twice as small as the boys
