The governments of Japan and Italy were similar in the 1930s because both used extreme nationalism to win support, and both began programs of aggressive expansion.

The two countries which will be allied with Adolf Hitler in Germany during the Second World War led the same kind of policies. During the 1930s, however, only Japan was ruled by the military, but this was not the case of dictator Benito Mussolini. The two countries did not rely on a citizen army but rather on an army of professional soldiers.

Further explanation

The situation of Japan and Italy was a little different in the 1930s, even if they both led aggressive programs of expansion. Japan was already very powerful in Asia and had some colonies like Korea and China. Italy was far behind the other great European powers and had only a few small colonies in Africa such as Libya, Eritrea, and Somalia.

The reasons for the expansionist policies of these two countries were not the same. Japan wanted to enlarge the empire to confirm their domination on the Asian continent, and especially to stop the communist threat. On another side, Italy had a spirit of revenge and wanted to recover the territories that European neighbors had refused, after the First World War at the signing of the Treaty of Versailles.

The similarities between government of Japan and Italy is as follows:

 1. Both used extreme nationalism to win support.
 2. Both began programs of aggressive expansion.

Further Explanation:

Both the Italian and Japanese governments in the 1930s were of somewhat similar nature, despite some differences. While Japan, during the 1930s, was effectively ruled by the military, that was not the case with Italy, which was ruled by Benito Mussolini, who did so only as long as he enjoyed the support of the king and the military. However, neither country had citizen armies. Rather, both countries had professional standing armies.

The governments of both Italy and Japan, during the 1930s, were militaristic governments that had risen to power, on the basis of extreme nationalism. In Italy, after World War I, Mussolini, leader of the Italian fascists, promised to increase the glory of Italy, similar to that of the Roman Empire. Likewise, in Japan, following the Great Depression and the weakening of democracy in the country, Hideki Tojo, a hardline military leader, won the support of his country’s masses by promising to make Japan the paramount power in the Asian continent.

Riding on the tide of extreme nationalism, both Italy and Japan also followed programs of aggressive expansion. Japan occupied Manchuria in mainland China, in 1931. It again invaded China in 1937. Italy occupied Ethiopia, also called Abyssinia, in 1935, as well as Albania in 1939.
