The United States Congress passed the Neutrality Act of 1939 in November.  Congress did not want any war involvement in European conflict after the experience of World War 1. However, through 1940, the United States helped the allies with supplies for the war effort with a politic of lend and lease. But after the Pearl Harbor attack, President Roosevelt asked the Congress permission to declare war against Japan. The US entered World War II in December 1941.
