Shipping-related industries were devastated. Existing markets were wrecked.The Embargo Act, passed by Congress on 22 December 1807.The Embargo Act hurt American merchants because when the act was passed, they lost a lot of their money which was in trade with Britain.

President Johnson tried to target all of the age group, different ethnic groups etc. The African Americans who were a target from many years, young pre school children and American adults over the age of 65. Reforms were made to benefit all except for the upper middle class Americans.
