We simply need to reorganize the expression and isolate k for the frst answer:
k=\frac{W}{h.r^2}
Replacing by all the appropiate values we get:
k=\frac{16}{(1.5)^2.4}\approx1.78
For the second part knowing k we have:
W=\frac{16\times 4.5\times 2^2}{(1.5)^2\times 4}=32 ounces
