Limited government is one that has very limited authority and its powers are decided as per a particular law. This law is mentioned in a constitution.
Its powers are defined and it cannot go beyond that. it is a very small government. It has to obey the law in every situation. All those countries where there exists limited government have few laws which they have to abide by. U.S government is a limited government
