Truman Limited war was a concept, an Idea and a policy that looked to not engage in a fight with Russia and its allies due to a few reasons from which the most important are:

Avoid nuclear conflict with Russia and its allies. President Truman had something pretty clear, he didn't want to engage or to trigger any kind of Russian nuclear launch. He knew Russians were provoking everyone so the main goal was to counter them by avoiding at all cost their extremist reactions.

To help the US allies or the countries attacked by the Russian alliance with money and military resources so they could stand up against their attackers. President Truman avoided direct conflict by this means. So they kept doing it because they found a nice way of countering their incursions without facing them directly.

Securing smart moves president Truman fought to get the safest actions in order to avoid Soviet attacks to its allies. One example is the conflict he sustained against General MacArthur whom he replaced to guarantee his plan.
