President Truman avoided direct conflict by this means. So they kept doing it because they found a nice way of countering their incursions without facing them directly.

Securing smart moves president Truman fought to get the safest actions in order to avoid Soviet attacks to its allies. One example is the conflict he sustained against General MacArthur whom he replaced to guarantee his plan.
