For number one: the old and new medicine aways included some type of plant and sometimes they both didn’t work. For number two: the new medicine includes the actual virus in it for example the flu shot has a little bit of the flu in it and back in the old days they didn’t do that. I only know number one and two so sorry but hope this helps and this wasn’t from google

It is important because with these laws in place it helps people be able to follow the same guidelines and helps people not to be doing so many things at once like for example one person is doing something for a sition and another is doing something different for the exact same situation.
