Use the laws of exponents.

(2^{5}  \times 2^{ - 3})  \div (2^{3}) ^{2}

Then further simplify to

2 ^{5 - 3} \div  2^{3 \times 2}

Then it becomes

2^{2}  \div 2^{6}

Final answer is

2^{2}  \div 2 ^{6}  = 2^{ - 4}
