The reason why I say this would be because when someone is getting ready to speak, the sentence needs to have quotation marks, and the second option, which is D, does not have quotation marks, So that's out for sure!

B is wrong because when saying "she said get away from me". It was spelled just with no quotation marks. and not "'. This is why.

Off the top of my head, I would say the reason not to raise the minimum wage is that it could affect small business owners. Basically, smaller businesses will be forced to pay their employees more money. Obviously that will hurt the owner financially and could ultimately lead the business to bankruptcy.
