Indeed, due to capitalistic ideological reasons Herbert Hoover privileged a laissez-faire economic approach of government which meant no or very little government intervention to solve economic problems. Therefore, he only accepted to provide economic relief to large banks and other financial institutions but not to rural, or smaller banks or to businesses and much less to the citizens.

Franklin Delano Roosevelt in the other hand, considered that such ideology was not only morally questionable but economically unsound and made sure, in accordance to progressive ideals that the federal government use its taxes to boost economic activity and provide relief to people that would contribute to national productivity and thus wealth.
