Hyperventilation is a condition when the rate of breathing increases resulting in the loss of more carbon dioxide from the body than the amount that the body can produce., thus dis balancing the equilibrium between the oxygen intake and the removal of carbon dioxide from the body and reducing the concentration of carbon dioxide from the blood.

With the reduced concentration of carbon dioxide in the blood the equilibrium of the carbonic acid in the blood is disturbed resulting in increase of hydrogen concentration in the blood.

Thus Hyperventilation causes reduction of carbon dioxide from the blood. Hence the statement is false as retention of carbon dioxide will cause increase in  concentration of carbon dioxide.
