The system by which branded cattle were allowed to graze freely on unfenced property was open range.

In the Western United States and Canada, open range refers ro rangeland where cattle roam freely regardless of land ownership. Where there are "open range" laws, those who aim to keep animals off their property must erect a fence to keep animals out; this also applies to public roads.

The Western open-range tradition emerged from the practice of unregulated grazing in newly acquired western lands.

Well, this answer is hugely personal, but I'd argue it's due to the US's law against international intervention (it took the Japanese attack on Pearl Harbour to finally convince the congress to join the war) and the fact that fascist ideas were pretty popular in the south of the country, namely in the regions that were sympathetic to racial segregation with whom the idea of a superior race promoted by fascist and nazi ideology was pretty popular. Again, this is based on my opinion, I am no pre-WW2-American scholar!

Populist Party were formed by farmers who were greatly affected by the introduction of the Industrial Revolution.

Farmers sold their crops to middlemen at a price which they believe are not sufficient to augment their daily expenses.

Populist Party wanted the some of following government actions:
1) free coinage of silver
2) graduated income taxes
3) abolition of national banks
4) non-ownership of lands by foreigners
