A substantiated opinion is one that has enough evidence or background information to be logical. However, it is still an opinion. Therefore, it reflects the personal views of a person, and not a proven fact. In this case, Obama's opinion is that now, more than ever, we must do things together. This is not a fact, it is his personal opinion. However, it is substantiated by his discussion of the past experiences of Americans.
