D is the closest answer. The problem was that the naval oil reserves were located in Teapot Dome Wyoming and these reserves were secretly transferred to the Mammoth Oil company. There was no bid. There was no fairness in the transaction. It was motivated mostly by greed, it seems. Harding's administration was riddled with problems. This was just one of them.

In what ways, if any, did Francisco Franco appeal to the people
lana [24]
Although Franco had never been a member of a political party, the growing anarchy impelled him to appeal to the government to declare a state of emergency. His appeal was refused, and he was removed from the general staff and sent to an obscure command in the Canary Islands.

Which ways did the great awakening contribute to the independent spirit of american colonists?
wlad13 [49]
The great awakening was about making people individualists when it came to religion. Moving away from institutionalized religion and into the realm of self-reflection and religion being a personal thing. Since the religion was usually tied to the country, making it a personal thing could have implications that governing of a state should be a personal thing, that is that people should not have a monarchy and rather a republic.
