Oh ok I see. It wants you to drop the underline part and then see what part of speech the remaining part of the word would be. For example, government without -ment would be govern, making it a verb. Then, once you do that for all of them, you take the letters that have numbers in them and put it below to make a sentence. I hope that helps!
