Explanation:

A universal solvent is the one that can dissolve a large number of solutes in itself. Water has two hydrogen and one oxygen atoms. Due to its higher electronegativity, the oxygen attracts the electrons of bond towards itself. This makes the oxygen to carry partial negative and hydrogen to carry a partial positive charge. The result is that the water molecules are polar in nature and can form hydrogen bonds and other weak interactions with other polar solvents.

Owing to its ability to make hydrogen bonds and other types of interactions with a large number of solutes, water serves as a universal solvent and dissolve a large number of solvents in it.
