The National, Provincial and Local Government address the interest of ivil society by representing and involving citizens in determining specific local public needs and  how these local needs can be met. Local representative government is a  process that spans and connects representation and administration at local  levels within local government structures. All National structures below the central government is referred to as local government. Local governments are identified by certain defining  characteristics. These characteristics usually focus on the following five  attributes: legal personality, specified powers to perform a range of  functions, substantial budgetary and staffing autonomy subject to  limited central control, effective citizen participation and localness.  These are regarded as essential to distinguish it from all other forms of  local institutions and also ensure its organizational effectiveness.

The federal government has to offer quality public education and regarding foreign policy, it has to develop the kind of diplomacy that helps the US proper on trade and help its allies.

The provincial government in America has to offer education services, health services, and other services that help the community with basic infrastructure. The local government is the smallest form of government in the country. It serves as a public administrator. The provincial legislature gives the local government power to operate.
