Plato proposes that we are born with all knowledge and forget all at birth. He proposes that we have a soul before birth and that soul has a great amount of knowledge obtained in previous existences (but that would be another topic).

The way we learn everything again is by recollection, experiencing situations and having contact with the knowledge that would bring back the lost knowledge, hence recollecting it.
