If the head of the department is elected by the governor then first, the governor will have an influence over who the head of the department is, and second, it will mean that this person will have to seek approval of the governor - this will support cooperation.

On the other hand, being elected in their own right will support independence.

He is venturing out trying new things which most teens do. I am not sure if he’s sexually active, but I know he is interested in a lot of new things. I would not fully say he has not done anything wrong, all I can say is he is just curious.

What is the final step before a national bill can become a law?

The last step before the bill becomes law the signing of the bill by the president.

When the bill reaches the president, he has three choices namely:

1. he can sign and pass the bill

2. He can refuse to sign, or veto the bill, in which case the bill is returned to the house of representatives along with the  president's reasons  for thr veto.

3. Do nothing (pocket veto). In this case, if congress is in session, the bill automatically  becomes law, but if it is not in progress, the bill does not become law.
