Well, I can't write the speech for you, but I can give you something to start off with.

A couple of reasons that giving a teen a phone comforts them could be the following:

  • It gives them a way to contact anyone in case of an emergency.
  • If anything bad happened, the cell phone can be used in many ways to help the crime investigators figure out what happened.
  • Cell phones can be used to identify somebody.
  • They are great for finding someone who is lost.
