Hot air contains water vapor. As it is lighter than cold air it rises in altitude. At the same time, its pressure decreases and it cools. This cooling causes the condensation of the water vapor in tiny tiny droplets around fine particles of dust (salts, spray, etc.). These droplets then agglomerate with each other ... and grow bigger. It takes about a million of these tiny droplets to make a raindrop.
