14% would be sulfuric acid. 

Percentages are of the whole, it doesn't matter if the whole amount is 50 gallons or 2 gallons, 14% of however many gallons will be sulfuric acid. However, to be clear, 14% of 50 gallons will have more sulfuric acid than 14% of 2 gallons.
