60+150=210.

How I got this: 
100% + 40% = 
140% 
1.4(150)
= 210

Add to get:

b = 4.5 mph (speed of the boat in still water.)

4.5 + c = 6
c = 1.5 mph (speed of the current)
The answer is 1.5 mph
