The 17 Western European countries that wanted to receive assistance according to it were to be expelled from the Government of the Communists. The communist parties in Western Europe significantly weakened their positions and influence.  

Some Eastern European countries have not signed the Marshall Plan because of pressure from the Soviet Union and promises to help them.
