True. Why? Because if they review their current plans and find they are missing something they can easily fix this. It also allows them to plan for fails in their existing planing meaning they have fallback and can have many stages. 
For example: one a site a concrete beam begins to swing. The initial plan is to have all loads secure. If they review this they can find that they also need to make sure the conditions are not windy e.c.t/<span />
