Equation 1 is over equation 2,

And The resultant raised to the 2nd power.

i.e., (\frac{x^7}{y^9})^2

Simplify it by taking power inside, (x^a)^b=x^{a\times b}

\frac{x^{7\times 2}}{y^{9\times2}}

\frac{x^{14}}{y^{18}}

Which means x to the 14th power over y to the 18th power.

Therefore, Option 1 is correct.
