Hello! The form of sound repetition that gives lilting lyrical feeling in this line from "The Fish' by Elizabeth Bishop is as follows.
"With the swivel still attached."  
Here we can see the repetition of consonants used. 
This is what is known as the literary device called 'alliteration'.
It is a type of figurative language commonly used in literature to portray sounds though usage of words.
