Mr. Sheffo wants to make shelf with boards that are = 1\frac{1}{4} feet or \frac{5}{4} feet

So, the number of pieces he can cut from the long board are =

\frac{18}{\frac{5}{4}}

= \frac{18*4}{5} = \frac{72}{5} = 14\frac{2}{5} boards

As the number can be a whole number, so 14 boards is the answer.
