Explanation:

An empirical question is a question that is quantifiable, measurable and can be solved by collection of data.

Empirical questions can easily be measured and using logical conclusions, one can arrive at the answer from the collected data.

Empirical questions can also use a qualitative approach in which descriptive inferences leads to logical and reasonable conclusions.

An example of an empirical question is "How many cattle are in the herd". To solve this we simply go to the ranch and count the number of cattle therein.

Non-empirical questions do not solve problems this way. They are often not quantifiable. They are processed without the use of data and measurements.
