I think it gave people more rights and it also gave certain people with certain standards the opportunity to vote. The English Bill of Rights also led to the Women's Bill of Rights which women fought for (not sure if it was successful), since the EBoR only applied to men.
In a sense, the New Deal was progressive. Our Nation, along with most,

The Mughals used this circumstances. They moved south from the Central Asia steppes, and by using the typical Mongol horde-style of warfare managed to defeat these small kingdoms with relative ease. Once they did that, they had under their control most of the northern half of India, and remained in the region for several centuries.
