This question is linked with the excerpts in the book ''Harrison Bergeron'' by Kurt Vonnegut. The main character, Harrison is forced to be equal with others, and others were forced too. Everyone should be equal and no one should be more intelligent than someone and that is why the answer 1 is correct.

That is why the government is telling people to wear handicaps but it is absurd that every handicap is designed differently.
